In a disastrous event, the survival rates of the affected depend on the ability and preparedness of the healthcare facility to manage influxes and duress that result from the event. The significance of the disaster recovery phase is to enable revitalization and restoring the affected community, such as the Villa Health Community. Based on an interview with Villa Healthcare Community officials, it is evident that its disaster recovery plan should be revised.

Slide three: MAP-IT Framework
MAP-IT Framework is a tool for planning and evaluating interventions such as disaster recovery to identify the gaps that need to be enhanced to make it more effective. MAP-IT Framework provides an outline of approaches to make the intervention successful. Due to the disaster, the healthcare facility is also forced to adjust the care standards to cover the arising needs of the affected population. The medical professionals are also compelled to shift from working based on the general standards and routine to a model to meet the emergent situation’s needs.

Through the Centers for Medicare and Medicaid Services (CMS), the government funds health care institutions’ disaster recovery efforts. However, to encourage preparedness and professionality in the disaster recovery process, the government has set training for a recovery plan, development of an emergency plan, compliance of training to the federal laws as the requirement for a healthcare organization to receive funding (U.S. Department of the Interior, 2018). The federal or state government intervention is beneficial because it provides the necessary resources to enable healthcare professionals to execute the disaster recovery plan.

The success of emergency response in a disaster is determined by enhanced communication. Since the response to a disaster brings together a multiagency team, lack of proper chains and channels of communications result in chaos and wastage of resources. In the Villa incident, the hospital workers identified communication with other agencies as an impediment to the success of the recovery process. Thus, a proper chain of command is required to solve the communication chaos. One of the models to solve communication challenges in a disaster emergency response is the WHO checklist (U.S. Department of the Interior, 2018). The checklist provides responders to an emergency with a tool to check if all chains of communications are followed to avoid chaos and wastage of resources.

Setting a timeline for achieving measurable goals in response to a disaster is imperative. It enables the response team to track progress and determine whether the goals of the recovery plan have been achieved. If some of the goals are not achieved, the emergency response team can adjust the goals and efforts based on the strengths and weaknesses of the response. Setting a timeline, goals and tracking progress also enables the emergency team to ensure the goals are achieved and proper use of the resources.

Making adjustments to the Villa Community Health recovery plan enhances the efficacy of the healthcare professionals and the collaborative partners in responding to a disaster. The success of a disaster recovery process is determined by the models used, the training of the healthcare professionals, communication, coordination and planning. Thus, all these should be incorporated in a recovery plan to prevent chaos and wastage of resources during a disaster without achieving the goals of responding to an emergency.
